Description
The long-term sustainability of fished resources in Torres Strait requires reliable catch data from all fishery sectors, including commercial and non-commercial (Traditional and recreational) sectors. This is a priority for key commercial species such as Spanish mackerel, coral trout and tropical rock lobster, but also for all Traditional fishery species which provide nutrition and other social, cultural, and spiritual benefits to Torres Strait Islander communities (TSRA, 2016; Harris et al., 1995; Busilacchi et al., 2013). More broadly, catches from non-commercial fishery sectors are poorly monitored in Australia, and there is a strong need to improve catch monitoring for sustainable management (e.g. Moyle et al., 2020).
Initial consultation with Torres Strait community leaders during a recent project focused on developing an approach for measuring non-commercial fishing in Torres Strait (Bedford et al., 2021). This project has demonstrated considerable support for a NFMP. It recommended an approach for implementing a community approved, equitable and cost-effective monitoring program for the non-commercial sectors (Traditional and recreational), based on a self-reporting monitoring digital APP. The project recommended a phased implementation approach, with the first phase to include comprehensive community engagement and co-design of the monitoring program; and scoping and costing the monitoring system (APP, database, analysis and reporting tools etc).
This proposed project will take the next steps towards a implementing a fully co-designed monitoring program for the Torres Strait non-commercial Traditional fishery sector; and provides a case study to support a national agenda to implement monitoring for Australian Indigenous fisheries.
