Understanding polycentric governance of disaster risk reduction: an introduction to a new analytical framework

Abstract

Combining disaster risk reduction (DRR) and governance together as a concept is a rather new academic exercise. There is emerging growth of works on disaster risk governance but the prevailing works still need new efforts. This paper is a pioneering work as a new definition of disaster risk governance including a new framework “Institutional Vulnerability Assessment” will be introduced. It is supported by empirical evidence from global scale assessment using quantitative measurement.
